The Kelowna RCMP is alerting the public about the release of a sex offender who is considered to be at a high risk to re-offend.
Graham Daniel Dodge, 38, was released from custody on Tuesday, April 7, in the Okanagan and is currently residing in Kelowna, the RCMP said in a public notice Wednesday afternoon.
Dodge stands five-foot-six-inches tall and weighs approximately 181 pounds. He has brown hair and brown eyes.
He was previously incarcerated on offences including possession of child pornography and sexual interference. Following a custodial sentence in 2024, he was released and subject to a court-ordered probation, which remains in effect until February 2027.
Dodge was re-arrested and taken into custody following his 2024 release because he breached his probation order.
“Further investigation led to evidence he was in possession of child pornography, and the Kelowna RCMP recommended further charges,” Mounties said.
Dodge pleaded guilty April 7 and received a 37-month jail sentence, however, that sentence equalled time served. This meant that his time had been served in pre-sentence custody and he was permitted to walk free the same day.
Based on his criminal history, his pattern of re-offending and a risk assessment, Dodge poses a “significant risk” to adolescent boys under the age of 18, including both acquaintances and members of the public, police said.
He is bound by the terms of his probation order which includes several conditions. The Kelowna RCMP, in partnership with Probation Services and other policing units, will be actively monitoring his compliance and behaviour in the community.
Here are the probation order conditions that Dodge must adhere to:
• Keep the peace and be of good behaviour
• Appear before the Court when required
• Notify the Court or probation of any change of name, address or employment
• Report to probation as directed
• No contact with his victims
• No contact, communication directly or indirectly, or be in the presence of any person under the age of 18, except for his immediate family or incidental contact passing through common areas of his residential building.
• No going to any public park, public swimming area, community centre or theatre where persons under the age of 18 are present or can reasonably be expected to be present, or a daycare centre, school or playground.
• Attend counselling
• Do not access any computer network including the internet to (1) access any content which violates the law (2) access directly or indirectly or maintain any personal profile on any special media sites, social networks, internet discussion forums or chat rooms, except for the purposes of employment. Must notify probation of any profile or chatroom he accesses or maintains. (3) Communicate or attempt to communicate with any person you know or reasonably appears or represent themselves to be under the age of 18 years, unless they are members of your family.
Anyone who has information about or observes Graham Dodge violating any of these conditions is asked to call 911 immediately.
