Kelowna pastor, businesses face $70K civil suit due to unpaid rent

Kelowna pastor and entrepreneur John Perks, along with his businesses, is being sued for more than $70,000.

A civil suit was filed by Impact Upstream Ventures Inc. in Kelowna on Mar. 13 against Perks, 1486327 B.C. LTD, Western Canada Food Tours Inc., and JQA Enterprises Inc. after Impact owner Al Hildebrandt claims rent had gone unpaid for two months at its property 2041 Harvey Avenue.

Perks was renting the building from Hildedbrandt’s company and operated several businesses through the venue, including Western Canada Food Tours, Kelowna Events Centre (1486327 B.C. Ltd.), JQA Enterprises Inc., ShowOff Expos/Productions, The Foodie Hub, The Baker’s Corner, and Restoration Church Kelowna in which Perks is lead pastor. All businesses are no longer operating out of 2041 Harvey Avenue.

The suit alleges that 1486327 B.C. LTD entered into a lease agreement with Impact for unit 100 at 2041 Harvey Avenue on Jan. 13, 2025 and the JQA Enterprises entered into a lease for unit 102 on Feb. 4, 2025. The agreement was revised on Dec. 24, 2025 to reduce monthly rental payments to a total of $36,225 and the term extended to Aug. 31, 2026.

Court documents state the rental agreement included that Western Canada Food Tours and Perks himself would be “jointly and severally liable to [Impact] for any amounts due and owing in connection with the [1486327 B.C. LTD.] lease, the JQA lease, and the modification agreement.”

Impact alleges the defendants failed to pay rent for the first two months of 2026, and on Feb. 9, a demand letter was issued requiring all outstanding rent be paid within seven days, and after no action, a notice of termination was issued on Feb. 18.

Hildebrandt and Impact has sued Perks and businesses for $72,450 to cover the outstanding rent, with interest.

None of the allegations have been proven in court.
