Man charged in relation to drug trafficking network last seen in Victoria

A four-year investigation into a drug trafficking network has resulted in a man’s extradition back to Canada this week and the continued hunt for another suspect last seen in Victoria.

Drugs and Organized Crime (DOC) investigators with the RCMP’s Federal Policing Pacific Region (FPPR) travelled to Germany to escort 29-year-old Isaac Oliveira Scott home, following an Interpol Red Notice and a Canada-wide warrant that resulted in his arrest in February by German authorities.

Last October, the Public Prosecution Service of Canada approved 11 charges against Oliveira Scott, including five counts of trafficking in a controlled substance, one count of possession for the purpose of trafficking and five firearms-related offences.

The investigation began in December of 2022, when police became aware of a group utilizing crypto currency, the dark web and Canada Post to facilitate the sale and distribution of illegal drugs and counterfeit pills containing fentanyl across Canada.

A search warrant executed at a Lower Mainland residence in February of 2024 resulted in the seizure of stolen firearms, ammunition, fentanyl, cocaine, methamphetamine, drug paraphernalia, fraudulent identification documents and Canadian currency. Oliveira Scott was arrested and later released pending further investigation.

It is believed that Oliveira Scott left Canada last May, before charges were laid and FPPR’s DOC investigators issued a Canada-wide warrant for his arrest.

Last August, a second man, 28-year-old Treshaun Thompson, was charged in the same FPPR investigation with six counts related to drug trafficking and possession of an identity document without lawful excuse.

Thompson was reported missing and last seen in the Rockland neighbourhood in Victoria on Sept. 9, 2025.

The Victoria Police Department’s missing person investigation into the man’s whereabouts remains active.

At this time, there is no known link between FPPR’s investigation and the VicPD missing person investigation.

“Suspects may evade police to avoid prosecution, but this file represents the tenacity of federal investigators working with international law enforcement partners to ensure those who are charged in Canada will eventually be caught,” RCMP spokesperson Cpl. James Bennett said in a news release.

“This investigation was remarkably complex in that the suspect(s) went to great lengths to shield identities by hiding behind the dark web. It was a sophisticated enterprise that shipped all manner of illicit drugs across the country.”
