1 suspect at large as 3 charged with extortion in 2025 Surrey shooting

Extortion charges have been laid against three men in connection with a shooting in Surrey in November – one of whom remains at large.

The BC RCMP announced the charges on Friday evening (Feb. 27) in connection with shots fired at a home in the 17000-block of 32 Avenue on Nov. 8, 2025. The same rural mansion was hit by gunfire again four days later, on Nov. 12.

The B.C. Extortion Task Force took over the investigation.

On Dec. 8, 2025, the task force announced that the B.C. Prosecution Service had approved one count of unlawfully discharging a firearm, contrary to Section 244.2(3)(a) of the Criminal Code, against Avtar Singh, 21.

On Feb. 27, 2026, the BC Prosecution Service approved an added charge against Avtar Singh, now 22: one count of extortion contrary to Section 346(1.1)(a) of the Criminal Code between Nov. 1 and Nov. 13, 2025.

Also charged are two other foreign nationals.

• Sandeep Singh, 28, is charged with one count of unlawfully discharging a firearm in relation to the Nov. 12 shooting, and one count of extortion, also between Nov. 1 and 13, 2025.

• Jagdeep Singh, 24, is charged with one count of unlawfully discharging a firearm, in connection to the Nov. 8 shooting, plus one count of extortion between Nov. 1 and 13, 2025.

Avtar Singh and Sandeep Singh are currently in custody.

Jagdeep Singh’s whereabouts are currently unknown, police say, and a Canada-wide warrant has been issued out of Alberta. Jagdeep Singh is also wanted by the Canada Border Services Agency (CBSA) on a Canada-wide immigration warrant.

“Extortion investigations require a significant amount of time, effort, and attention to detail,” said Chief Supt. Duncan Pound, Lower Mainland District Assistant District Commander and Operations Officer, in a press release. “The BC Provincial Extortion Task Force is pursuing every investigative avenue to gather evidence, identify and locate suspects and move these files forward to the point where the BC Prosecution Service approves charges.”

Additional charges were also announced in Parkland, Alta. (outside of Edmonton). Jagdeep Singh faces two charges of extortion, two of discharging a firearm with intent, two of disguise with intent and eight firearms-related offences.

“From the outset of our investigations into extortion in B.C., the BC RCMP and the BC Provincial Extortion Task Force have been liaising with our counterparts across the country and through the RCMP’s Federal Policing program. Investigative efforts and forensic analysis are allowing us to continue working towards seeking charges against those committing these crimes. Our efforts are not limited to our province, and we will not stop looking, investigating and pursuing criminal charges against those involved,” Pound said.
