Parole appeal denied for Canada’s youngest dangerous offender from B.C.

Canada’s youngest dangerous offender, from B.C., has had an appeal for parole denied.

Adam Laboucan, who now identifies as a woman and has changed her name to Tara Desousa, was 17 in 1999 when handed an indeterminate prison sentence for sexually assaulting a three-month-old boy in Quesnel in 1997.

According to documents obtained by Black Press Media Tuesday (Oct. 28), Desousa was seeking an appeal for denied day parole and full parole from the Parole Board of Canada. The decision to deny both was made on Sept. 23, according to the documents.

Desousa was previously denied day and full parole, on June 18, 2024.

The parole board received notice of appeal from Desousa’s representative on Aug. 20, 2025, asking to either reverse the board’s decision or order a new review of the case.

More to come.
